Skype is an application using Voice Over Internet Protocol (VOIP) so that people can talk to each other via the Internet. You need a PC with a microphone and speakers or headphone*, and you can also use a webcam. Download and install the app, setup your details - username and password, and then add details of your contacts (you can search for them if you don%26#39;t already know them). You%26#39;ll then see them in your contacts list, with an icon to show if they%26#39;re on-line and taking calls. If they are, you just double click on their name and start talking! The first time you contact someone they have the option of accepting or denying that you%26#39;re someone they want to talk to.
This is all free, and you can talk for as long as you like to anyone who%26#39;s got Skype.
There are a number of optional extras such as Skypeout. This allows you to make cheap calls to landlines and mobiles once you%26#39;ve signed up and paid a small sum in advance (£10 in the UK) - it%26#39;s like a "pay as you go" mobile phone. There%26#39;s no time limit for making the calls, but I think you need to make 1 call every 6 months for the account to remain active.
* That%26#39;s not strictly true - you can get special Skype phones that don%26#39;t need a computer. I%26#39;ve never used one, but I guess it means you%26#39;re always on-line and able to receive calls. I use it all the time when playing online games with my mates, just like a phone call except its free (unless you make calls to non-skype phones then its charged at local rate even if they are on the other side of the world)
I dont know what they charge to mobiles...
